Windows Mail/Live Mail cannot import a .pst file unless Outlook is installed
on the
Vista computer.

You can install Outlook, copy the .pst to the Vista computer, open the .pst
with Outlook, then you can import into Windows Mail/Live Mail.

Or,
If you have Outlook installed on an XP computer, import the .pst data into
Outlook Express, copy the .dbx files and .wab file to the Vista computer,
and import into Windows Mail/Live Mail.

More precisely..
Windows Live Mail doesn't import Outlook pst messages even if installed.
That Outlook import option was not included in WLM 2009.
Outlook messages need to be first imported into OE(XP) or Windows
Mail(Vista) then imported into Windows Live Mail
Outlook only needs to be present to import into OE or WM, it does not need
to be present thereafter.

Another solution you might try that worked for me if you are trying to get
messages is to use a hotmail account and the Office Outlook Connector. Then
you can just drag the any messages into the hotmail folder in outlook and
they will appear in windows live mail.
Is there a way to import messages from Outlook 2003 into Windows Live

That assumes that a Hotmail type account(Hotmail.com, msn.com, or live.com) is setup in WLM using the http protocol.

I suspect the op is using a pop3 account in Outlook 2003 and wants to have those messages in a pop3 account in WLM without having
to create a hotmail account, install the OLC, move the messages, setup the Hotmail account in WLM, and move the messages to the
pop3 account in WLM(whew).

This doesn't work. I've got Outlook 2003 and Windows Live Mail installed on
the same PC [it's actually the beta of Win 7].
There is no Export option in Outlook that matches the import options in
Windows Live Mail.
Have you actually ever done this?

No-one mentioned Exporting from Outlook. If Outlook is installed on
the same machine as WLMail, then the option to Import from Outlook
should be present in WLMail's File > Import > Messages dialogue.
This may not apply in Win7, of course.

They took it out, apparently. You used to be able to transfer messages
freely to and from Outlook, from within WLM. While it was working it would
delete the headers in transferred messages. So for example you might look
in your old mail and not be able to tell who had sent it to you except
perhaps "Customer Service". Example follows:

Yes, I have done what I told you in the past. However, I just learned that
MSFT removed the option to import from a .pst into WLM in the current
version (14.0.8064.0206).

You can use Windows Mail as an intermediary (import the .pst data into WM,
then import the data into WLM), or the second option I gave previously (use
OE as an intermediary).

Windows Mail is included with Win7, it's just hidden, so you'd have to
"unhide" it and change permissions in order to use it. It's located in
"\Program Files\Windows Mail" folder.
I found it easier to copy the Windows Mail folder over from my Vista
partition, as I have to replace it after every Win 7 build upgrade.
